Can optitians sell eyeglasses frames then and there without prescription lenses?

i seen a pair of eyeglasses in specsavers in the town where i wrk, so i decided to go to my local specsavers optitians and the certain eyeglassesframe i wanted has been discontinued by the manufacturer. I went past the specsavers i seen them in and there still on the shelf , would i be able to buy those pair as i really liked the frame?
